Rebates for those who do not file any Return

People who do not file any tax return may qualify for a tax rebate check. These people mostly includes some recipients of Social Security, Railroad Retirement or veterans' benefits as well as taxpayers who do not make enough money to normally have to file a 2007 tax return. For example, this can include low-income workers, those who receive Social Security benefits or veterans' disability compensation, pension or survivors' benefits from the Department of Veterans Affairs in 2007. Under the Economic Stimulus Act of 2008, these people will be eligible to receive tax rebates if they had at least $3,000 of qualifying income.

Qualifying income includes Social Security benefits, certain Railroad Retirement benefits, certain veterans' benefits and earned income, such as income from wages, salaries, tips and self-employment. For people filing joint tax returns, only a total of $3,000 of qualifying income from both spouses is required to be eligible for a payment.

Senior citizens who would normally NOT file a return will need to do so in 2007 in order to qualify for the tax rebates. There has been some confusion over this but the IRS and most CPAs agree, this needs to be properly communicated to senior citizens. The last version of the law included senior citizens. Earlier versions of the law did not include them and thus caused much of the confusion. Keep in mind that they will only need to file the federal return in most cases. A state return is not necessary.
